16 And Elohim made-asah [6] two great lights; the greater light to rule the yom and the lesser light to rule the night: therefore namely the cochavim.

Study Notes:

[6] As seen in verse 3, the light existed and most likely the sun, moon & stars were created on the first day, but were made to function here on the fourth day. The word used here is asah which means was made, or assigned; as opposed to the Hebrew word bara, which means to create something for the first time. The lights are the sun and collectively the stars, as the moon is not a light but a reflector of light and reads that way in the Hebrew.
